The Duchess of Pemberton was a human aristocrat from Regency era England. The wife of the Duke of Pemberton, she was known for hosting many balls.
At a ball held by the Duchess in Bath in 1813, she encountered the Fifteenth Doctor and Ruby Sunday, commenting that she had thought she knew all the attendees of her balls. After Ruby introduced herself as "Lady Ruby Sunday of the Notting Hill estate", the Duchess took her off to find her a suitor while the Doctor sought out the source of interference on Ruby's psychic earrings.
