Constable Cummings was a police officer in Oxfordshire during the 1920s.

By 1925, Cummings was a constable under the command of Sir Robert Muir. He was on duty at the police station on 11 June of that year when the TARDIS was confiscated from Cranleigh Halt and moved it to the police station (TV: Black Orchid [+]Loading...["Black Orchid (TV story)"]) where he called in the army from Crowshott to try to get inside of it.
