The Time Lord that was Lord President during the Kotris crisis sent Straxus to stop the Eighth Doctor from going to the end of the universe and sent him on a mission. (AUDIO: The Great War)
He later chastised Straxus when their plans went wrong. He moaned that they always went wrong when the Doctor was involved.
