Miniaturisation was a techonology used to shrink inorganic or organic matter, usually with compression field or moleculon nanoscaler technology.
It could be performed on humanoids, under the rays of a dimensional stabiliser from a TARDIS, without causing harm. (TV: The Invisible Enemy, The Armageddon Factor)
At some point during the 1930s, New York City was miniaturised and menaced by a full-sized gorilla. When the Eleventh Doctor and Rory Williams stumbled upon this, the Doctor's TARDIS adjusted their size to be normal in New York.
