Joe Marquez was a police officer in Canada in 2040.
One day as he was leaving work, Joe's boss Craig asked him to take on the case of a man who was "babbling" about an attack on the Pickering power station. Marquez talked to the man, whose name was Chris Cwej and who claimed to be moving back and forth between two timelines: one where his friend, the Seventh Doctor, prevented the station's destruction, and one where he failed, causing the nuclear power plant to explode, killing countless people.
