On one alternate Gallifrey, the Time Lords were interventionists and delighted in changing the timelines to suit their design. The Time Lords manipulated everything from wars to economics. They despatched agents through time to erase people from the timeline in order to make these changes.

However, there were some Time Lords who believed they shouldn't interfere, and they should watch and observe the universe while not meddling in the timelines. These Time Lords were ostracised by their peers as a result of their views.

On this Gallifrey, the Chancellory Guard were more heavily armed.
