Walter Cantrell was a colonist on Alpha One. Shortly after the colonists' arrival, he had managed to acquire more land than the other colonists, including much of the land in which the water supply was located. Most colonists either were afraid of him or worked for him. This led to the colonists keeping to themselves.
When a blizzard forced the colonists to take shelter in the town, the Fifth Doctor, Peri Brown and Erimem arrived to help Gabe and Kate deliver their baby. Erimem convinced the colonists to stand up to Cantrell, and even his employees deserted him. (PROSE: Far Away in a Manger)
