Fallout from the Time War badly affected it and it went through constant states of flux, with the jungle dying, and then growing back again over and over again.
The Theseus crash-landed on the planet after the Daleks attacked it. A group of survivors, led by the Eighth Doctor found an amnesiac Dalek on the planet's surface. They quickly christened it Dal, in order for it to not discover its true species name, since the possibility of it remembering its identity was deemed too risky.
