The Dalek camps were prison camps operated by the Daleks where they held subjugated peoples they did not intend to exterminate for the time being, instead keeping them as slaves.

Planet Vara hosted a Dalek slave camp in late 40th century. Its atmosphere, poor in oxygen, catalysed the transformation of humans in Dalek humanoids supposed to work there. Sara Kingdom contributed to blow up the camp. (COMIC: Space Security Agent)
