Deciding that the letter being personally addressed to him, despite few people knowing his identity, was indicative of its seriousness as a potential threat to national security, he sent Steel to investigate. After his failure to discretely steal the torch, the Chief reprimanded Steel in his Whitehall office, dismissing the excuse that he was unaware of Parker's skill as a pickpocket. As an alternative, the Head ordered that Lady Penelope be brought in for an interrogation but she was released relatively quickly because she appeared innocent and also blamed Steel for the crime by claiming he had kept the torch in secret.
