Head of the British Secret Service (The Vanishing Ray)

In 2065, the head of the British Secret Service received a letter informing him that Lady Penelope Creighton-Ward had possession of an invisible ray torch.

Deciding that the letter being personally addressed to him, despite few people knowing his identity, was indicative of its seriousness as a potential threat to national security, he sent Steel to investigate. After his failure to discretely steal the torch, the Chief reprimanded Steel in his Whitehall office, dismissing the excuse that he was unaware of Parker's skill as a pickpocket. As an alternative, the Head ordered that Lady Penelope be brought in for an interrogation but she was released relatively quickly because she appeared innocent and also blamed Steel for the crime by claiming he had kept the torch in secret. The spotlight turned on Steel but it soon became apparent that Penelope had wasted their time.

Later, he and Steel interrogated the Hood after he was found unconscious on the doorstep but, as there were no charges against him except illegal entry into the country, all the Chief could do was arrange to have him deported back to Malaya. Intending to bring Penelope back in for questioning, she visited him before he could get the chance. He threatened her with the incriminating file detailing her part in the affair but, after assuring that although top secret information was stored in the singular it was still enough to send her to prison, Lady Penelope erased it with the torch. She then facetiously mourned the loss of the evidence before bidding the Chief farewell and leaving the torch with him. (COMIC: The Vanishing Ray)
