Elliot was a police detective who was familiar with Mat Wyatt.
Elliot was able to solve Wyatt's murder before it even happened using Wyatt's own tempiscope: foreseeing the circumstances of the death of the murderer, Jimmy Deparis, Elliot was able to lead himself and police officer Sandy to the arcade where it happened, so that they could play their parts in event, knowing full well that they would not succeed in apprehending Deparis and he would instead die by accident after looking into the tempiscope himself.
