An unidentified High President ruled the Superiors some years after the supposed conclusion of their War against the Eternal Adversary.

This President came to power after his predecessor was murdered in office by Donacho Munchausen. (PROSE: A Bright White Crack) Seven years later, Chris Cwej was discovered to have harboured the interdimensional fugitives Larles and Kwol; the President recruited Larles to the Superior Military, and presided over Cwej's trial. He announced that the Superiors no longer had any use for artificial intelligences, and sentenced Cwej to execution by destroying the Vicinity, the computer on which Cwej's consciousness was stored. Cwej returned to the courtroom in another body; when the President refused to reveal the true story of the Evil Renegade, Cwej shot him and fled. Later, inside the rebuilt Vicinity, Cwej told a data ghost of Kwol that the President had fully died, having been on his last life. (PROSE: The Aftermath) However, Prefrey later spoke to Cwej on the President's behalf, explaining that he was afraid Cwej would shoot him again, indicating that he had survived. (PROSE: Rebel Rebel)

The larger sun of the Base of Operations had its angel number monitored closely for fluctuations, but only the High President knew exactly why. (PROSE: Epilogue to Down the Middle)
