The Cold was a validium-based weapon used by the Time Lords during the War in Heaven. It was regarded by Guest and the other Remote as a loa.
It appeared as a membrane through which one could see the creatures from the other universe. The opening of the Cold (PROSE: Interference - Book Two) was covered by HEM (PROSE: The Book of the War) to stop the creatures from escaping. (PROSE: Interference - Book Two)
The Time Lords created the Cold as an ultimate weapon.
