The Universal Secret Service was the fifth section of the World Security Council. In 2065, it was headed by S, who sat on the Security Council, while field agents and administrative control were run by Brent Cleever, who was designated Agent Twenty One. Its headquarters were the Century 21 Toys Inc. factory in Kahra on Mars.
The USS worked closely with the World Space Patrol due to the Space Patrol's "universal" approach. (PROSE: This is 2065) It was also closely affiliated with the magazine TV Century 21, with the publication often printing correspondence from agents as well as encoded messages intended for agents. (COMIC: Power Play, PROSE: Graham Page et al.)
