Cerritos, although instead of Vortex Energy and Waypoints, they used Merit Points to power up Simulations to get the spaceship constantly working. When the Tenth Doctor accidentally first arrived in the "Federation" universe, Sam Rutherford was in charge of overseeing that all Simulations were running smoothly and consistently.
