Alexander Hugh was a 20th century Earth professor of advanced sciences at the University of Oxford.
In 1906, Hugh was commissioned by Eliza Cooper and Robert Lewis to create a time machine from alien technology cannibalised by Torchwood. They used it to travel into the past to Terron V, along with Annabella Primavera. The Tenth Doctor and Emily Winter encountered them on the planet. The Doctor returned Hugh back to Earth alone, as Eliza decided to stay and help the inhabitants, and Robert and Annabella had been killed. (COMIC: Final Sacrifice)
