Colin Skinner was a member of LINDA, a group which met in order to discuss and share their interest in the Doctor.

Skinner, along with Bridget Sinclair, Ursula Blake and Bliss, had noticed that "a man called the Doctor" had been at the heart of many of the strange things that had been happening to the Earth in recent years. Joining together, they formed an "inner sanctum" researching and studying the Doctor, discovering that his involvement stretched back many years. (PROSE: The Time Traveller's Almanac)
