Around the age of five, Skagra came to the realization that [[God]] did not exist, and that this meant there was a "situation vacant", and spent most of his life working towards a plan that would make himself the omniscient master of the universe. At a young age, he had an epiphany how to reverse decay whilst in the middle of a romantic moment, and decided to shut himself away from romance to avoid "distractions".


At some point he departed Dronid and set up [[Think Tank (space station)|Think Tank]] with the goal of creating a sphere capable of draining minds and adding the contents to its database.
Unlike most inhabitants of Drornid, Skagra was deeply interested in his planet's history. He excavated the statue of [[Thorac]] and learned about the [[Time Lord]]s, including the story of [[Salyavin]] and his ability to place his own mind in the minds of others. Skagra became obsessed with the building what he called the [[Universal Mind]]: placing his own mind into all matter in the universe. To achieve this end, he needed to release Salyavin from [[Shada]], and to do that, he needed ''[[The Worshipful and Ancient Law of Gallifrey]]''. Skagra drugged, kidnapped and tortured a member of the [[Sisterhood of Karn]] to force her to reveal its location. Doctor Skagra was a male Drornidian geneticist, astro-engineer, cyberneticist, neurostructuralist, and moral theologian from the planet Drornid.

In 1979, Skagra travelled to Earth to find Salyavin. He stole The Worshipful and Ancient Law of Gallifrey book from the Doctor, in either his eighth (WC: Shada) or fourth incarnation, (PROSE: Shada) and also obtained a copy of the mind of Professor Chronotis.
