Owis was a Time Lord loomed into the House of Lungbarrow. He was the Doctor's youngest and most controversial cousin.

Owis bore very little physical resemblance to the rest of his family, being podgy with curly brown hair, which was often a topic of mockery among his family.
He was looked down upon and bullied by the rest of his family, partly due to his dim-wittedness and partly because his very existence was taboo. Being only newly Loomed, Owis was very immature.
