Marvel UK published some of these graphic novels as special issues of Doctor Who Magazine, or in the case of Evening's Empire, as a special issue of Doctor Who Classic Comics. Abslom Daak - Dalek Killer was published as a trade paperback.

Virgin

Panini

These later collections of comic strip stories are specifically titled Graphic Novels, and are published by Panini as trade paperbacks and include ISBN's.
