Bernard Horsfall (born 20 November 1930, Bishops Stortford, Hertfordshire, England, UK, died 29 January 2013) made several guest appearances on Doctor Who, perhaps most famously as Chancellor Goth in TV: The Deadly Assassin. He also appeared as a member of the Time Lord tribunal which tried and exiled the Second Doctor at the conclusion of TV: The War Games, as Lemuel Gulliver in TV: The Mind Robber and Taron in TV: Planet of the Daleks. In 2003, he played Arnold Baynes in AUDIO: Davros.

A popular theory among fans, based on the fact that both characters were played by Horsfall, is that the Time Lord officiating over the Doctor's trial in TV: The War Games was Goth.

Outside Doctor Who, Horsfall had a notable role as Campbell, James Bond's contact and assistant in the 1969 film, On Her Majesty's Secret Service. He has also had roles in several episodes of The Avengers, as well as appearing in Elizabeth R, The Jewel in the Crown, Jackanory, and Out of the Unknown. Other film roles include General Edgar in Gandhi and Balliol in Braveheart.
