Legacy is the twenty-fifth New Adventures novel. It features the Seventh Doctor, Bernice Summerfield, Ace and the Ice Warriors. This was the third story to feature the planet Peladon.
Publisher's summary
"So, that's an Ice Warrior. Brings a whole new meaning to the concept of shell suits."
The Doctor is pursuing a master criminal. The trail leads to Peladon: a desolate world once home to a barbaric, feudal society. Now the Galactic Federation is attempting to bring prosperity and civilisation to the planet. But not all Peladonians support the changes, and when ancient relics are stolen from their Citadel, the representatives of the Federation are blamed. The Doctor suspects the Ice Warrior delegation, but before long the Time Lord himself is arrested for the crime — and sentenced to death.
Elsewhere, interplanetary mercenaries are bringing one of the galaxy's most evil artefacts to Peladon, apparently on the Doctor's instruction. Ace is pursuing a dangerous mission on another world and Bernice is getting friendly — perhaps too friendly — with the Ice Warriors she has studied for so long.
The players are making the final moves in a devious and lethal plan — but for once it isn't the Doctor's.

Notes
- DWM 221 had a prelude across two pages for this novel with accompanying illustrations.
- This was originally intended to be an audio drama for the Audio Visuals range, a series of unlicensed audio dramas produced by fans. Most of them went on to produce licenced Doctor Who based works as part of Big Finish Productions, BBV Productions or in Britain's television industry.
- This was the first Doctor Who novel by Gary Russell, who later worked for Big Finish Productions, became script editor for the 2005 series revival, wrote novelisations for The Sarah Jane Adventures and also wrote for IDW Publishing's Doctor Who graphic novels in 2008.
- A number of contradictory clues are given regarding the dating of this story. References are made to the year 3948; on three occasions it is stated to be the 39th century; Mavic Chen is not yet the Guardian of the Solar System (so before 3950); it is thirty years before a Dalek war that might be the events of TV: The Daleks' Master Plan (therefore 3970); and it is six hundred years after the events of TV: The Ice Warriors (therefore 3600, as the year 3000 was often given for the dating of that story). PROSE: Placebo Effect gives the date as 3984, and PROSE: Theatre of War says that it is 3985.
Continuity
- TV: The Curse of Peladon and The Monster of Peladon were the two stories to feature Peladon prior to this novel.
- AUDIO: The Bride of Peladon also featured Peladon. It takes place before this story, but after Curse and Monster.
- At the conclusion of this story the Doctor receives "payment" from the Time Lords in the form of a chess set. The novel features a prologue to the events of TV: The Curse of Peladon.
- Queen Thalira died in a shuttle crash a few years after the events of TV: The Monster of Peladon.
- TV: The Daleks' Master Plan first featured Guardians of the Solar system.
- At the end of this novel Benny leaves to go on a dig with Rhukk. She returns in PROSE: Theatre of War.
- PROSE: Happy Endings features some characters Benny meets for the first time in this novel.
- The real Sword of Tuburr is seen in PROSE: GodEngine.
- It is implied that the Diadem is similar to the mind parasite in TV: The Mind of Evil.

- There are Deva Lokan wind chimes on board the Bruk. (TV: Kinda)
- The Doctor previously met Alpha Centauri on three occasions during his third incarnation (TV: The Curse of Peladon AUDIO: The Prisoner of Peladon, TV: The Monster of Peladon) and once again during his fifth incarnation (AUDIO: The Bride of Peladon). All four of these encounters likewise occurred on Peladon.
- The Doctor tells Bernice of the events of TV: The Ice Warriors.
- An alternative version of the Doctor was beheaded by the Ice Warrior on Peladon. (PROSE: So Vile a Sin)
