Fenton is depicted as a small-minded, petty tyrant whose lack of imagination is so complete that [[Psychic Paper]] does not work on him. He takes pleasure in ordering [[Rigsy]] to cover up his own graffiti, and has no qualms with painting over a memorial to the victims because the council had not approved it. He is continually argumentative and disrespectful to Clara as she attempts to lead him and his crew to safety. After the threat is over, he thanks the Doctor for rescuing him, but proclaims that he will not be loosing sleep of the lives lost, calling them "Community payback scumbags" and comparing them to brushwood lost in a forest fire.
