Fenton oversaw community service workers in Bristol.
After the Boneless killed several other workers, he ran into the underground railway with Clara Oswald and Rigsy to reach safety. He survived the Boneless' attack long enough for Clara to trick the Boneless into restoring power to the Doctor's TARDIS and for the Twelfth Doctor to send the Boneless back where they came from.
He was immune to the effects of psychic paper. The Doctor attributed this to a strong lack of imagination. (TV: Flatline)
