According to the Scrolls of Gallifrey, prior to Rassilon's coup and his establishing of the modern High Council of the Time Lords, the Gallifreyans had been led by a very similar Gallifreyan Council, led by a Council Leader. Because the Arcalian Chapter was dominant at the time, the Council was all-Arcalian; there existed a Prydonian opposition council, but it was largely powerless. (PROSE: The Legacy of Gallifrey)
