Prydonian opposition council

According to the Scrolls of Gallifrey, the Prydonian opposition council was the only representational body of the Prydonian Chapter in the days of Gallifreyan history prior to the institution of Time Lord society. It held practically no power compared to the all-Arcalian Gallifreyan Council. Rassilon was offered a ceremonial seat on the opposition council for his work on the Eye of Harmony, but he turned down the humiliating offer, and ended up instead leading a coup against the Arcalian Council Leader Tussan, ultimately becoming the first President of the unified High Council.
