The Stratagist seems to be the only one of the other three colored Daleks (not including the supreme daek) that does not speak, and appears to always stay close to the Supreme. This is proven several times in the episode. First it comes out next to the Supreme. Second it stands next to the Supreme while saying ''"''Shields intact. Pulse still active" Then it appears on the TARDIS screen standing close by the Supreme while the Supreme reveals about Bracewell being a bomb. It could be that the Blue Dalek is a very eager creature, if not loyal. It's voice appears to be somewhat higher and it speaks very quickly (alot like [[Dalek Jast]] in the [[Cult of Skaro]]).
