Master Brain was a futuristic computer in the Land of Fiction who had enslaved the Master of the Land of Fiction and tried to do the same to the Second Doctor. (DW: The Mind Robber)

The origins and ultimate purpose of the Master Brain remain unknown.
Due to the fact that the Gods of Ragnarok ultimately creatred the land of fiction (implied in Conundrum), it could be speculated that they probably created it.
