He supplied a group of Hooded Figures with a Judoon's brain that contained a security protocol in exchange for a small bag of sentient money. He revealed that he knew the Hooded Figures were planning to kidnap a child and expressed fear at what the Doctor would do in retribution. (DW: Prequel (A Good Man Goes to War))
