The Minister of Chance was a Time Lord who was a member of the Fraction. He was one of the surviving members when General Tannis killed most of the others. (WC: Death Comes to Time)
The Minister was one of only five Time Lords who survived the Second War in Heaven and the destruction of Gallifrey. (EDA: The Gallifrey Chronicles)
