The Minister of Persuasion (more usually called Persuasion), like the Minister of Enlightenment, assisted the Monarch and sat on one side of him on his throne. He appeared originally as a male Urbankan before assuming the form of a human, based on a sketch drawn by Tegan Jovanka of the latest fashions on contemporary Earth. (TV: Four to Doomsday)

Though not explicitly stated, it was implied that the minister had his consciousness transferred into an android form. His human body was certainly robotic, as it became immobile after the Fifth Doctor and Adric removed a control circuit from him.
