The Minister of Persuasion (more usually called Persuasion), like the Minister of Enlightenment, assisted the Monarch and sat on one side of him on his throne. He appeared originally as a male Urbankan before assuming the form of a human, based on a sketch drawn by Tegan Jovanka of the latest fashions on contemporary Earth. (TV: Four to Doomsday)
