Shafira was the commander of the Titan Base and sent Root to investigate the arrival of the Seventh Doctor and Ace with her, whilst sending Vonchef to investigate Hex. She was sent to observe a quarantine. She wanted to keep Ace alive as a plague carrier so that Oksana Kilbracken could use her for her experiments. (AUDIO: Revenge of the Swarm)
