Vince Hawkins was the youngest of three lighthouse keepers on Fang Rock off the south coast of England. He saw a light in the sky and saw it fall into the ocean. His story was disbelieved by Ben and Reuben.
He met the Fourth Doctor and Leela, who explained they had got lost in the fog on the way to Brighton. He told Leela of his loneliness at the lighthouse and he preferred the company of seals over Ben and Reuben. He was uneasy as Leela changed out of her wet clothes in front of him.
