Mullins was a porter at Ashbridge Cottage Hospital.
He overheard Dr Henderson talking to Dr Lomax about the Third Doctor's non-human blood samples. Afterwards, he called the Daily Chronicle offices (TV: Spearhead from Space) and told the story to James Stevens.
