It should be relocated at Rose Tyler because C'mon. This is no more a separate character from Rose Tyler than Susan English or Sarah-Jane Smith are distinct characters from Susan Foreman and Sarah Jane Smith, or, for that matter, than Dr. Who is a different characterf from the First Doctor.

Rosie Taylor was a companion of the Ninth Doctor. One of Rosie's favourite bands was the Vengaboys. The Doctor once tried to take Rosie to the planet Xenical, but instead they went to Earth in 2008. (PROSE: Voice from the Vortex!)
