Gallifrey was a planet in the Unbound Universe, home to the Time Lords and the seat from which they ruled their universe.

History

As recounted by the Doctor, a great ruler once decreed that "no-one need ever truly die", giving his people the ability to "renew their bodies and their minds", and if they grew tired of life their "spirits" could "wander in the Garden of Souls". With their great technology and power, the Time Lords crowned themselves as the rulers of the universe, (AUDIO: The Library in the Body) though they frowned on interference in the affairs of other planets and races. Gallifrey and the Time Lords were casualties in the Great War, the planet coming to lie beyond the safe zone in the conflict's aftermath. The Doctor later visited the ruins of his homeworld, cursing the ghosts of the Time Lords for ignoring his warnings. (AUDIO: Asking for a Friend)
