"Creation" was a term used by Daleks and Time Lords alike to refer to the whole of reality — not just their own universe but "every dimension, every parallel". (TV: Journey's End, The End of Time) The Last Great Time War between those two factions was fought for "the sake of all creation". (TV: Gridlock) As noted by Captain Jack Harkness, the Daleks were "the most ruthless and terrible creatures in all creation". (WC: Monster File: Daleks)
