In one of the infinite parallel universes of "possible space", (COMIC: Fire and Brimstone) the Matrix was located in the Panopticon. It was the Time Lords' "record of all life in the Universe", in which they recorded "the significant events on the planets of [their] Galaxy and beyond", a "duty and heritage" set out by Rassilon.
