Captain Blacker was an MI5 agent.

Biography

On his yacht, he had possession of a report regarding the Daleks (TV: The Man from MI.5) and their attempted invasion of Solturis (COMIC: The Penta Ray Factor) as well as Hans Werger's testimony about the "fierce gun battle" in Germany (TV: The Man from MI.5) caused by Mr Steelman, (COMIC: The Return of Mr. Steelman) indicating some knowledge of these top secret events.

In 1965, he collected the plans for a nuclear device, with the potential to endanger the entire world if they were to fall into the wrong hands, from a scientist living in an undisclosed location. Blacker was to rendezvous in his yacht with fellow agent Jimmy Bondson off the coast of Monte Carlo. However, before Bondson could get there, the criminal Carl boarded the ship and shot Blacker five times. He then stole the plans and blew up the yacht with explosive charges.

Bondson discovered Blacker's corpse when he donned diving equipment to investigate the wreckage at the bottom of the ocean. He sought the help of International Rescue to recover the plans and they were ultimately successful in catching Carl's gang before the device could be used, thus avenging Blacker's death. (TV: The Man from MI.5)

Other sources dated the activities of International Rescue to the 1990s, (PROSE: The Dying Days) the 2060s, (PROSE: Titan Declares War! et al.) and the 2080s. (PROSE: Captain Scarlet in Death Crash! et al.)

Behind the scenes

The puppet which "played" Blacker was also seen in several other episodes of Thunderbirds. It had speaking roles as Lieutenant Jensen in Danger at Ocean Deep where he was voiced by Matt Zimmerman and as Captain Savidge in The Cham-Cham where he was voiced by David Graham. The puppet appeared in a silent capacity as the car mechanic in Move – And You're Dead, as the casino receptionist in The Duchess Assignment, and as the radio operator for the WNS Atlantic in Atlantic Inferno.
