An elderly Time Lord was the Keeper of the TARDISes in the repair shops on Gallifrey. He was present for the kerfuffle when two of the first Renegade Time Lords, and the only two ever to leave Gallifrey, stole two TARDISes from the workshops; they would later become the Doctor and the Master.
