It kept the hatstand from previous control rooms. (COMIC: The Chameleon Factor, et al.)
History
This interior replaced the control room which the Doctor has used since his fifth incarnation. During the replacement, the TARDIS interior briefly became a forest due to the TARDIS's interior dimensions being altered by the Doctor's signet ring interfacing with the chameleon circuit icon system.
