The Union was the main alias used by the thirteenth and final incarnation of the Time Lord known as the Multitude who suffered from regenerative dissonance.
Biography
A day to come
When trying to work out the identity of the War Master, Liv believed him to possibly be the Thirteen. (AUDIO: Day of the Master)
After speculating about the possible demise of The Twelve, the Eighth Doctor believed it was inevitable that he would eventually cross paths with the Thirteen. (AUDIO: Dreadshade)
Diamond Array plot
Unlike her other incarnations who numbered themselves according to incarnation number, the thirteenth incarnation took on the name “The Union”. The Union created the Diamond Array as a way to control the dissonance in her mind. She used the calm of her meditation room coupled with the degeneration energy from captured Time Lords to control this. She collected degeneration energy from the Doctor, the Master and the Corsair and planned to take similar energy from the Monk.

Following the end of the Time War, the Ninth Doctor believed all the Time Lords bar himself to be dead, (TV: Dalek) and so told Liv Chenka that he did not expect to see the Time Lord once known as the Eleven again. (AUDIO: Flatpack)
Personality
No longer identifying herself as a number, she now tried to seek peace above all else, particularly at the expense of her former selves. She developed an obsession with Zen and crystals as symbols of this newfound tranquility. She also lacked a moral compass.
Due to the degeneration energy, it not only suppressed her other personas but also caused them to merge, incorporating aspects and attributes from her predecessors.
She embodies:
- The greed of the Nine (although she's solely fixated on diamonds).
- The arrogance and smarm of the Four and the Ten.
- The insanity of the Six.
- The combined intelligence of the Seven and the Eleven.
