Clive Finch was a Human conspiracy theorist from England on Earth. By 2005, he was maintaining a website, Who is Doctor Who, focused on the mysterious Doctor that kept appearing throughout recorded history. Rose Tyler contacted him shortly after having her own encounters with the Doctor. Clive believed that the name "The Doctor" was a title handed down from father to son, however it's unclear if this meant he was tracking the various incarnations of the Doctor, as he only showed Rose photographs of the incarnation she met, illustrated at several different points in history. Clive's line "That's your Doctor there, isn't it?" suggests he has records of the other incarnations of the Doctor.
Clive Finch had a wife, Caroline, and a son. Shortly after his meeting with Rose, he and his family went on a shopping trip when the Autons were activated. Clive was amazed to realise that the stories he had heard about the Doctor were true. He was then shot dead by an Auton. (DW: Rose)
