Dr. Tanizaki was a Japanese doctor studying cybernetics who Ianto Jones hired to help reverse his girlfriend Lisa Hallett from her conversion into a Cyberman. He showed a keen interest in the Cybermen ever since the Battle of Canary Wharf.
