Cyber-Lords are Cybermen in command command of Cyber Ships and legions.

While not explicitly called a Cyber-Lord, it both resembles the Cyber-Lords of the Pete's World Cybermen and was called "Lord" by Elizabeth Meadows.

Ten thousand years later an GSO Arctic Drilling Station uncovered them and the Cyber-lord's Cybermats spread a nanovirus through the station, infecting the workers and turning them into Cyberslaves who could awaken him. Thousands of years later, a Cyber-Lord commanded the Twelfth Cyber Legion. It encountered Rory Williams and was blackmailed into handing over information with the threat of the Doctor destroying the Legion. (DW: A Good Man Goes to War)
