This president's real world counterpart is Donald Trump, and although the connection has never been made in-universe it is unambiguous and beyond dispute that this is the intent of the line.
In the previous episode, set in a reality created by the Monks to resemble the real world almost perfectly, an unnamed president was a dark haired individual who did not have much physical resemblance to Trump.
