Bill Clinton
Bill Clinton was President of the United States in the 1990s, between George H. W. Bush and Tom Dering. (PROSE: Interference - Book One) The Eighth Doctor explained the Guardian of the Solar System's role in the Galactic Federation in 3999 to Sam Jones by comparing it to Clinton's role in the United Nations during Sam's time. Clinton was president in 1996 and running for reelection. According to Masaud Barzani, part of his election campaign was a cruise missile attack on Southern Iraq that killed five people, including the wife and son of Colonel Samran. (PROSE: Eternity Weeps)
He won his reelection campaign as he was the President in 1997, (PROSE: Placebo Effect) the home time of Sam Jones. (PROSE: The Eight Doctors et al.) In 1999, he gave Rosa Parks the Congressional Medal for her services to the advancement of black people's rights in America. (TV: Rosa)

- The reference in Placebo Effect to real-world President Clinton being president in 1997 introduces a possible discontinuity, as previous and subsequent novels in the BBC Eighth Doctor Adventures established the fictional Tom Dering as US President during Sam's "present day" of the late 1990s. In other parts of the BBC Eighth Doctor Adventures continuity, the clear implication is that Clinton either lost or did not contest a 1996 re-election bid, which allowed Dering to succeed him. (PROSE: Interference - Book One, Option Lock) In 2018, the Chris Chibnall era episode Rosa establishes Clinton as being president in 1999, suggesting that Clinton, as in the real world, did run for re-election and win.
