Pete Lambert was an individual who worked for a council on 21st century Earth.
A "few months" prior to March 2005, there was an industrial accident at the council, which was "hushed up". Pete saw the Ninth Doctor, posing as an independent consultant. By Pete's reckoning, the Doctor trampled over the council's procedures, and he compared the situation to a nightmare. Pete also found that the press weren't interested in his story.
In March 2005, Pete wrote about his encounter on the conspiracy website Doctor Who?. (PROSE: Have You Seen This Man?)
